The cat's lack of opposable thumbs means it currently cannot open the cans. To describe this hypothetical, contrary-to-fact situation, we use the Second Conditional.
Could acts as the past tense of can in the if-clause, and we use would not need (would + base verb) for the imaginary result. The First Conditional (can / will not need) would imply the cat actually has the ability to open the cans!
